The situation
A new construction site with several contractors
A contractor opens two sites next spring: a distribution centre in Ostrava and a school in Katowice. Each will have around eight subcontractors, peaks of over forty workers and a build of eleven months. The project director wants one page per site saying who must do what on safety before the first excavator arrives.
The EU directive sets a common frame. National law decides who carries each duty: the client, the designer, the site manager or a coordinator. The hours go on pinning each duty to a person and a deadline in two systems that allocate them differently.
What the research has to settle
The rules behind the answer
- The EU frame for temporary sites
- The directive on temporary or mobile construction sites requires safety and health coordinators where more than one contractor is present, a safety and health plan before the site is set up, and prior notice to the authority for sites above set duration and workforce thresholds.
- Czech Republic: the client appoints the coordinator
- Czech law puts the duty to appoint a safety coordinator on the client where more than one contractor will work on site, and requires notice of the start of works to the labour inspectorate for larger sites.
- Poland: the site manager prepares the plan
- Polish building law makes the site manager responsible for preparing the safety and health protection plan, based on the designer’s safety information. Who sends the prior notice for a larger site is a point the research confirms.
- The plan has to stay current
- The safety plan must be adjusted as the works progress and contractors change. Keeping it current, and being able to show that it was, is part of the duty.
How it runs in azta
From the question to the document
The question, as you would type it
Two sites starting in March: a distribution centre in Ostrava and a school in Katowice. About eight subcontractors each, peak over forty workers, eleven months. Who must appoint the safety coordinator, prepare the safety plan and notify the labour inspectorate in each country, and by when?

Ostrava and Katowice: safety duties before start of works
Ostrava. The developer, as client, appoints a safety coordinator for the preparation and the works, and ensures the safety plan is prepared. Notice of the start of works goes to the regional labour inspectorate before work begins. Owner: the client’s project manager, supported by our site manager.
Katowice. Our site manager prepares the safety and health protection plan before the site is set up, using the designer’s safety information. Prior notice to the labour inspectorate is required given the size and length of the works; we are confirming whether the investor or we send it. Owner: site manager, reviewed by the EHS lead.
Both sites. Update the plan whenever a new subcontractor starts or a method changes, and keep each version. Record coordination meetings and site inductions in the site diary.

Frequently asked questions
- Does azta hold labour inspectorate guidance?
- For most countries it holds the legislation and EU law, not the inspectorates’ guidance. It shows what it cites, so you can see where guidance still needs checking.
- Can it write the safety plan itself?
- No. It sets out the statutory duties and drafts the note. The plan’s content depends on the site, the methods and your team’s assessment.
- Can I reuse the note for the next site?
- Yes. Ask the same question with the new site’s facts. On Enterprise, save the note as a template so every site starts from the same structure.
