The situation
The group car policy, uploaded
A Dutch-owned facilities company is rolling out one car policy for its sales staff in Rotterdam, Antwerp and Łódź: electric cars only, a charging card, private use allowed. Before the policy goes to the works council, the finance team wants to know how each country taxes the car, so payslips are right from the first month.
The policy is four pages. The tax rules behind it are three different formulas, each with its own inputs, exceptions and annual updates. Laying the policy against each formula, and spotting the clauses that change the result, is the work.
What the research has to settle
The rules behind the answer
- Netherlands: a percentage of list price
- The benefit is a percentage of the car’s catalogue value, added to taxable wages. The percentage depends on the car’s emissions and the year of first registration, and is fixed for 60 months. No benefit arises if private use is shown to stay within 500 km a year.
- Belgium: catalogue value, CO2 and age
- The benefit in kind is calculated from the catalogue value, the car’s CO2 emissions and its age, subject to a statutory minimum. The reference figures are updated every year.
- Poland: a flat monthly amount
- Polish personal income tax values private use of a company car at a flat monthly amount set by engine capacity. Electric and hybrid cars have their own treatment, which the research confirms for the policy’s cars.
- The policy’s details change the result
- Who pays for private charging, whether commuting counts as private use, and any employee contribution can all change the taxable amount. The memo should map each clause of the policy to its effect in each country.

The question, as you would type it
Our car policy (attached) gives sales staff an electric car with private use and a charging card. For employees in the Netherlands, Belgium and Poland, how is the taxable benefit calculated, and do home charging and commuting change it?

Electric company cars: taxable benefit by country
Netherlands. The benefit is a percentage of the catalogue value, set by the car’s emissions and year of first registration and fixed for 60 months. Charging costs the company pays are covered by the benefit and are not taxed separately. An employee who drives under 500 private km a year can avoid the benefit with a full trip record.
Belgium. The benefit is computed from catalogue value, CO2 emissions and the car’s age. With zero emissions the car sits at the lowest percentage in the formula, subject to the statutory minimum. Home charging reimbursed under the policy needs a separate check.
Poland. Private use is valued at the flat monthly amount for the car’s category, shown in Annex 1 with the provision relied on. Employee contributions under clause 6 of the policy reduce the taxable amount.

Frequently asked questions
- Does azta calculate each employee’s benefit?
- No. It explains and cites how the benefit is calculated. The figures per employee stay in your payroll system.
- The parameters change every year. Which year does azta use?
- The law in force on the date you ask, unless you ask about another date. Legislation is indexed daily.
- Can it cover employer contributions on the car too?
- Yes. Ask about the employer’s side in each country; in Belgium, for example, the employer pays a separate CO2-based contribution on company cars.
