The situation
Plans for new stores in Germany and Austria
A Czech outdoor-equipment retailer is opening its first store in Germany, in Leipzig, and its first in Austria, in Graz, next spring. Both will be branches of the Czech company. The budget has rent, staff and fit-out. It has nothing yet for local taxes, because no one on the team has opened a store outside the Czech Republic.
The finance team needs a list before the leases are signed: which taxes the store itself triggers, which arrive through the landlord, which depend on the town, and which registrations come first. Each item needs the law behind it, because the board will ask why the numbers differ between the two towns.
What the research has to settle
The rules behind the answer
- Germany: trade tax follows the premises
- A store is a permanent establishment for German trade tax. Each municipality sets its own multiplier, so the same profit costs more in one town than another. Where a business has premises in several municipalities, the base is split between them, generally by payroll.
- Austria: a municipal tax on payroll
- Austria has no municipal tax on profit. Employers pay a municipal tax on the payroll of staff at each permanent establishment, to the municipality where it sits.
- Property tax usually arrives through the lease
- Both countries levy property tax on the owner. Whether a commercial tenant bears it depends on the lease, usually as part of the service charges, so the lease drafting matters.
- Registrations and local charges
- National law sets the registrations the new premises need, typically with the trade authority and the tax office, before the first sale. Fees for signs or displays on public ground are set by each town and need checking town by town.

New stores in Leipzig and Graz: local taxes and charges
Leipzig. The store makes the branch liable to German trade tax on the profit attributable to it, at Leipzig’s multiplier. Property tax on the premises is the landlord’s, but the draft lease passes it on as a service charge. The trade registration with the city is needed before opening.
Graz. There is no municipal tax on profit. The branch pays the municipal payroll tax to the City of Graz on the wages of the store staff. Property tax is passed on under the lease, in the same way as in Leipzig.
Still to confirm. The fees for the projecting sign and the pavement display in both towns, which are set locally, and whether either city levies any further charge on retail premises.

Frequently asked questions
- Does azta know Leipzig’s trade-tax multiplier?
- It holds national legislation. Multipliers and local fee schedules are set by each municipality, so confirm the current figure with the town.
- Does a branch or a subsidiary change the answer?
- The local taxes follow the premises either way. Corporate tax and registration differ, so ask about the legal form separately.
- Can I ask about stores in other countries?
- Yes. azta researches tax and legal questions across Europe. Name the country and the town in the question.
